Misleading Headline

Probe finds churches’ visa program riddled with fraud

Sounds serious. Since it's the Boston Globe they're probably talking about the Catholic church right? Not exactly. You have to get to third paragraph to find out what this is really all about.

A report on the investigation, obtained by the Globe, said that instances of fraud were particularly high among applicants from predominantly Muslim countries, and the report raised concerns about potential terrorism risks.

Doesn't the headline sound like some kind of monetary illegality? Wouldn't a headline such as "Terrorists trying to set up Mosques illegally in the United States" be more appropriate? But then again to democrats one mans terrorist is another mans freedom fighter.
